RANKING & APPOINTMENTS

The new “guidelines” which though modified; closely conform to the US Army standard – Table of Organization and Equipment (TOE).

In the TOE these (with few exceptions) are the entry ranks & maximum (appropriate) rank allocations for the designated positions and slots.

Other considerations with regard to ranking which were discussed and voted upon:

Commanders at all levels (DIV, BDE, BN)  will need to be prior military. The individual’s former military rank is a consideration for command responsibility; not the factor.

Exception; current non-prior military commanders and deputies will be “grandfathered Into” the USNDC with the understanding that they will retain or remain at the  rank of Colonel.  There will not be any General grade appointments for non- prior military personnel.

(Note: the Department of the Army will not recognize an appointment to O8, without General Staff / War College training or prior military command experience) even in the USNDC.  Any wavier will require a 2/3rds Board of Director approval.

Current deputy commanders will not advance in rank above Lieutenant Colonel. They may however advance in position, become a commander and then advance in rank.

  1. Staff officers –(those not in the command line) at division, brigade and battalion  level  who are not prior military  will be “grandfathered in” until 31 July 2009, with a rank reduction of one grade.
  2. SGU soldiers who are in the process of joining the USNDC have until 31 July 2009 to join and be “grandfathered in”- but with a rank reduction of one grade. Example; a colonel becomes a major. SGU soldiers who join after 1 August 2009 will be ranked two grades above their highest service rank. Any solider considered for a commissioned will need exceptional qualifications and the recommendation of a second division commander.
  3. All Commanders will require and give authorization for a background investigation, the extent of which will be determined by the Board of Directors.
  4. Children and grand children of those who have served in a foreign theatre will be given the entry grade of Specialist 4 or Corporal after one year with USNDC and an Enlisted Efficiency Rating of 4 or better.
  5. Those individuals who served and can document they were officers during a conflict which America was involved will retain their present rank up to colonel.
  6. New prior military applicants will ordinarily receive a entry rank – not to exceed 2 grades above the highest rank they formally held.  Example; a former captain may receive an entry grade appointment to lieutenant colonel.  A former corporal may receive an entry grade as a staff sergeant. These appointments are at the discretion of the division commander.
  7. As a general rule an officer may award an entry rank promotion  (two ranks) below themselves. Example a colonel may award up to the rank of major, after which a second individual of the rank of colonel or higher is required to endorse an appointment to the rank of lieutenant colonel. This applies to Officers and NCO’s. The CCSM has ultimate endorsement for NCOs.
  8. The BOD may wavier with a 2/3rds vote any promotional regulations herein stipulated based on an individuals personal qualifications, history or exceptional performance.
  9. All new Division Commanders and their ranks awarded are approved at the Corps.  No Division Commander has authority to establish a new division or promise a rank to a potential division commander.
